Introduction

Who we are, what we do, when and where will it happen, why do we do it?

From the middle of December through the middle of March: if it can't be 75º it ought to be 25º and stay that way.

Our Mission

Our yearly mission is to:  Develop new trails and maintain existing trails during the off months;  Groom and ride the trails during season.

Where are we located

Our Clubhouse is located at 7239 Hannum Road, Mayville, New York

From the center of Mayville, take State Route 430 west two miles, turn right onto Hannum Road, around the bend in the road, then you can see the clubhouse on the left.

For those unfamiliar with the area.  If you look at a map of New York State, we are in the lower left hand corner of the state.

Background

Our season starts after the End-of-Season Party and its Annual Election Of Officers (normally around the end of April).  It runs from this date through to the next years End-of-Season Party and its Annual Election Of Officers.  This means that the new snowmobiling season starts with lots and lots of trail maintenance, new trail development, new bridge work and maintenance, and trail signing that occurs before the snow flies.  Our volunteer workers actually spend over one-thousand (1,000) man-hours between Spring, Summer and into late fall.  All of the before the first sign goes up and the first snowflake falls.  Our volunteer workers expend a total of 1,500 - 2,000 man-hours of labor during a season.

We are associated with NYSSA (New York State Snowmobile Association) and have a 100% membership rate to support our voice across the state and in Albany.

Regular Meetings

Club meetings are held at the clubhouse at 7:30 p.m. on the 1st and 3rd Wednesdays of each month from the beginning of October through the end of April.

Board of Directors meetings are held at the clubhouse at 7:00 p.m. on the 1st Wednesday of each month all year long.

Community Relations

Community Relations:  need some instead of:

Club logo on signs like Rotary is when coming into town (that Club even exists).
·        Garbage pick-up along roads and sponsor road clean-up (community service).
·        Cooperative extension.  1,000 trees for $80 and get Scouts to plant them (recognition).
·        Toys For Tots (good will and community service).
·        Get in paper all the time (good will and free advertising).
·        50’s festival.
·        Chicken BBQ ride and dice run VFW.
·        Arcade Winterfest.  Be affiliated with it.
·        Insurance to make races and events possible.
·        Bring people into towns.
·        Get involved in the community.
·        Letter to businesses.  Don’t be a stranger at counter.  What we do, all about us, contact names, etc.
·        Races:  grass, hill climb, oval, water, etc.
·        Advertise yourselves.
·        Become well known in the community.
·        Maybe a few signs on trails for advertisement.
·        $50 a year to put out signs every year on trails.
·        $15 gift certificate for new members to xxxxxx restaurant.  Owner wants these people to come into his business.  (Better return than any ad.)
·        Budget to show lenders and businesses and grant applications.
·        Chicken BBQs.  They paid-off ½ of groomer in 7 or 8 months!
·        Big new groomer.  1 pass and people stay on trail better.
·        Color coded signs for food or fuel.
·        Ads on groomer.
·        Trail to gas station and ad and all fuel for groomer free.
·        Gas tax.  Name date and gas for promotion of gas station.
·        Key for snowmobile gas inside (tax – 8cents).
·        Jugs on counter for gas receipts.  Cash sale receipts.  Log sheets with receipts stapled on.  Buyers signature not necessary.  Similar to farms.  No diesel or kerosene ever goes in snowmobiles.  Separate form for diesel.
·        Work to control locals and out of towners – how?
·        Summer time support and give them business.
·        1 year versus 3 year memberships?  Give price break?
·        DJ and buffet.  All together in evening.  Free to Landowners, free to advertisers, and members pay.  Do recognition at buffet in front of everybody.
·        Dealerships:  Club membership with purchase of new sled (or Club gives membership or splits cost).
·        Fall before Thanksgiving (Landowners) give gift certificate for a ham or turkey.  Ice cream sundays with no expiration date.
·        Hog roast on trail.
·        Deliver BBQ chicken to Landowners (older people).

CHAUTAUQUA LAKE SNOWMOBILE CLUB, INC.
CLUB BY-LAWS
(as of 04/30/2005)

ARTICLE I – MEMBERSHIP
            All persons interested in snowmobiling shall be eligible for membership.
             Memberships run from Aprilst through March 31st of the following year.

ARTICLE II – OFFICERS
            Section I.       The officers of the club shall be:
                                    President,
                                    Vice-President,
                                    Secretary,
                                    Treasurer,
                                    Membership Coordinator,
                                    Insurance & Safety Coordinator,
                                    Funds-Raising & Events Coordinator,
                                    Six (6) Board of Directors 
                                    All officers will be elected for a one (1) year term while the Board of
                                    Directors will be elected for a two (2) year term with three (3) re-elected each year.

           
Section II.      The officers of this club shall be elected by majority at the first regular meeting in April.

ARTICLE III – DUTIES OF OFFICERS
             Section I.         President:
                                    Shall report to the Board of Directors.
                                    Shall preside at all meetings of the club, conduct the meetings according to the
                                    rules adopted, enforce the by-laws, decide all questions of order, sign all
                                    official documents that are adopted by the club and none other, and perform
                                    all other customary duties pertaining to the office of President.
                                    Shall be a member ex-officio of all committees, call special meetings at own
                                    discretion or when requested to do so, in writing, by five (5) members.
                                    Shall be the tie-breaking vote for the Board of Directors when necessary.
                                    Shall attend monthly Chautauqua County Federation of Snowmobile Clubs meetings.
                                    Shall make all public announcements from office of President.
                                    Shall be bonded.

             Section II.       Vice-President:
                                    Shall report to the President.
                                    Shall assume all the duties of the President in the absence of the latter.
                                    Shall also hold the title of Trail Coordinator.
                                    Shall assume duties of Trail Coordinator and work with Trail Captains to
                                    solve any problems in a diplomatic way.
                                    Shall oversee Maintenance Coordinators and be responsible for proper
                                    maintenance of all equipment.

             Section III.       Secretary:
                                    Shall report to the President.
                                    Shall keep a written record of the proceedings of all meetings.
                                    Shall maintain the club website www.chautauquasnow.com.
                                    Shall handle the OPRHP’s Trail Grant-In-Aid and any other grants.
                                    Shall provide a spreadsheet–type document at the first meeting of the month
                                    for the previous month and year-to-date totals that pertain to OPRHP’s Trail
                                    Grant-In-Aid.

             Section IV.       Treasurer:
                                    Shall report to the President.
                                    Shall receive all monies paid to the club and make all deposits to the bank.
                                    Shall keep an accurate account of all monies received and expended.
                                    Shall provide a spreadsheet–type document at the first meeting of the month
                                    for the previous month and year-to-date totals.
                                    Shall pay no bill without proper authorization by the club or its officers.
                                    Shall be bonded.
                                    Shall turn over all club properties and records to their successor at end of term.

             Section V.        Membership Coordinator:
                                    Shall report to the President.
                                    Shall maintain Membership, Landowner, and Trail databases.
                                    Shall pick-up mail from Post Office box in Mayville.
                                    Shall create membership newsletters and do mailings.

             Section VI.       Insurance & Safety Coordinator:
                                    Shall report to the President.
                                    Shall keep up property and equipment insurance.
                                    Shall converse with state insurance representative.
                                    Shall document all accidents.
                                    Shall work with Trail Inspectors and be familiar with Trail Inspection process.

             Section VII.      Fund-Raising & Events Coordinator:
                                    Shall report to the President.
                                    Shall be in overall charge of events.
                                    Shall purchase everything for events.
                                    Shall handle tickets and money for events.
                                    Shall count monies received with Treasurer before leaving any event.
                                    Shall present all Fund-Raising & Events ideas to Board of Directors before
                                    presenting ideas to membership.

             Section VIII.  
   Board of Directors:
                                    Shall be responsible for overall policy and direction of the club.
                                    Shall consist of six (6) members voted by the general membership at the end
                                    of season banquet in April.
                                    Shall have terms of two (2) years, the election is staggered so that no more
                                    than one-half (1/2) the board is elected at any given annual vote.
                                    Shall receive no compensation other than fair reimbursement of club-related
                                    expenses as determined by the body.
                                    Shall fill any incomplete term (resignation, removal, etc) with a majority vote
                                    of the remaining members of the board, and an approval vote of the body at
                                    the next regular meeting.
                                    Shall require four (4) of the six (6) (2/3) board members present to make a
                                    quorum to decide anything.
                                    Shall elect their own Chairperson by majority vote of Board.
                                    Shall oversee the care and/or purchase and/or sale of all property and
                                    equipment owned by the club.
                                    Shall develop the yearly budget by the end of June.
                                    Shall review every officer, their duties, and performance.
                                    Shall share with the President the authority to call any special meeting for a
                                    subject that can not wait for a regular meeting of the membership.
                                    Shall use the President to make any necessary tie-breaking vote.
                                    Shall have ultimate voice in any/all decisions involving discrepancy.

ARTICLE IV – MEETINGS
The regular meetings shall be held on the 1st Wednesday of each month during the months of May through September and the 1st and 3rd Wednesdays of each month during the months of October through April.  The meetings will take place at 7:30 pm at the clubhouse.  Special meetings shall be called by the President or by the Board Chairperson and shall state the nature of the business to be transacted at the special meeting.  At all meetings, not less than nine members, shall constitute a quorum for the transaction of the business.

ARTICLE V – DUES
Annual dues shall be $30.00 per person or per immediate family.  The club, by a majority vote of those present at any regular meeting, may levy upon the general membership dues or assessments as shall be deemed necessary for the business of the organization.

ARTICLE VI – AMENDMENTS
The By-Laws may be amended by a two-thirds (2/3) vote of those present after due notice of thirty (30) days to all members.  Proposals for amendments shall be submitted in writing at a regular meeting and shall be voted on at the next regular meeting.

ARTICLE VII – COMMITTEES
The President may appoint such committees as the President deems necessary for the purpose of carrying on all club activities, programs, and for gathering information for presentation to the membership.

ARTICLE VIII – PUBLICITY
All publicity must go through the President for approval and will be sent in the President’s name.

ARTICLE IX – HOUSE RULES
            1.         The order and cleanliness of the club meeting place is the personal responsibility of
                        each member of the club.  Proper care of club property shall likewise be the personal
                        concern of each member.

            2.         A member may rent the clubhouse for $50 per day.
                        A non-member may rent the clubhouse for $100 per day.
                        Renter must complete Rental Form and get Board approval for the date.

            3.         Motorized club equipment may only be operated by members in good standing and
                        who are at least eighteen (18) years of age with a valid driver’s license.

ARTICLE X – RULES GOVERNING SNOWMOBILE OPERATIONS
Please refer to the Snowmobilers’ Code of Ethics (as printed on the County Trail Map).

ARTICLE XI – ORDER OF BUSINESS AT MEETINGS
At regular meetings, the President shall conduct the order of business in the following order:
              1.            Call the meeting to order
              2.            Reading of the minutes from the previous meeting
              3.            Treasurer’s report
              4.            Bills to be paid
              5.            New applications for membership
              6.            Correspondence
              7.            Committee reports
              8.            Old business
              9.            New business
            10.            From the floor  (good of the organization)
            11.            Adjournment

ARTICLE XII – DISPOSITION OF PROPERTY
In the event this organization shall cease to exist, all remaining property of the club shall be sold, debts paid, and any balance shall be distributed to a non-profit organization designated by a majority of the club members.
